Oweuk said the government should promote the Ukrainian manufacturers more active in the reconstruction process and create prerequisites for the development of the construction industry.

According to him, there are currently no notified conformity assessment bodies for several product categories for the complete implementation of the 305 regulation. Another relevant topic is the possibility of recognizing the test results of EU laboratories in Ukraine, with which the procedure for obtaining a stability certificate of indicators can be avoided.

He described the presence of a corruption component in tenders when the technical specifications for the products of a specific manufacturer are prescribed, a chronic problem.

In his opinion, it is important to eliminate non-market prices if the actual content of the builders differs significantly from what can be agreed by the controlling public authorities. Reduction of the risks of non -payment for work and delay in financing.

Oweuk said the government should systematically turn to restore the war -controlled industry. It is necessary to support the creation of new production facilities for building materials that are not produced in Ukraine, or the amounts of their production are not sufficient for a potential reconstruction (European steel classes, thick sheet metal, hardware, glass, insulation, membranes, etc.).

“Since the government, it has been important to ensure that European partners include Ukrainian manufacturers in the financing of reconstruction and have no import structures from the EU from the EU, as is sometimes the case. [It is necessary] Preference for Ukrainian manufacturers without limiting foreign suppliers of products and services without a full alternative in Ukraine. This applies in particular to products that are equivalent in the quality of European analogues, ”said Oiction.

He said that the Ukrainian manufacturers of metal structures have sufficient reconstruction potential and are already at European level: they design according to Eurocodes, work according to modern EN 1090 standards and use BIM technologies, added the expert.
