One of the criteria for participating in state reconstruction programs should be the compliance with the new law “to place construction products on the market”, also as an EU regulation 305, says Andriy Ozeychuk, director of the engineering and construction company Rauta and Chairman of the Board of Directors of the Ukrainian Steel Steel Construction Association.

Mr. Ozeychuk emphasized that the state should promote the Ukrainian manufacturers more active in the restoration process and create the prerequisites for the development of the construction industry.

According to him, there are currently no proven conformity assessment authorities for several product categories in order to fully implement the regulation 305. Another urgent problem is the possibility of recognizing the test results of EU laboratories in Ukraine, which will avoid the procedure for obtaining a stability certificate of indicators.

He also mentioned the persistence of corruption in tenders if the reference conditions for the products of a specific manufacturer are prescribed.

At the same time, he believes that it is crucial to eliminate non-market prices if the real wages of construction workers differ significantly from those that can be agreed by the supervisory authorities. Reduction of the risks of non -payment for work and delay in financing.

Mr. Ozeychuk noted that the state should pursue a systematic approach to restoring war -related industry. It is necessary to support the creation of new production facilities for building materials that are not produced in Ukraine, or their production volumes are not sufficient for possible recovery (European steel, thick plates, hardware, glass, insulation, membranes, etc.).

“It is important for the state to encourage European partners to include the Ukrainian manufacturers in the financing of relaxation instead of importing structures from the EU, as is sometimes the case. This applies in particular to products that correspond to their European colleagues, ”emphasized Ozeychuk.

He pointed out that the Ukrainian manufacturers of metal structures have sufficient relaxation potential and are already at European levels: they design according to Eurocodes, work according to modern EN 1090 standards and use BIM technologies, explained the expert.
