Herts Fire and Rescue sent eight vehicles to tackle the fire on the top floor of a Victorian house in Pinner Road, Oxhey, on July 15.
One witness described it as “the biggest fire I've ever seen in my life” as a large portion of the roof containing part of an apartment that “burst into flames” was destroyed.
Emergency work, including scaffolding and weatherproofing the roof, was carried out quickly but the owner is now seeking permission for a full rebuild.

Documents filed last week said: “The proposed works are essential to restoring the structural integrity, weather resistance and residential use of the building.”
“The restoration will be carried out on a like-for-like basis, using materials and details as close as possible to the original construction.

“We respectfully ask for permission to enable the tenants to return to their place of residence as soon as possible.”

The fire broke out around 11:30 a.m. and was extinguished by 2:15 p.m. Deputy Fire Chief Darren Cook praised emergency crews for their quick and professional response, which “prevented a more serious incident.”
Watford Borough Council has set December 9th as its internal target date for a decision. Consultation responses are requested by November 7th.
